Just re-read your original post. PPTP that you are using is now regarded as insecure so recommended solution is L2TP. PPTP uses tcp 1723 (which may be unblocked) and the 47 is the protocol (GRE) not a tcp or udp port. This may be blocked. L2TP uses udp port 1701 and IPSEC (protocol 50).
